Technical Assistance and Capacity Building Program
HTA’s Technical Assistance & Capacity Building initiative is built around three complementary programs that work together to strengthen Hawaiʻi’s visitor industry in ways that protect ʻāina, uplift communities, and support long‑term resilience. Together, these three programs form an integrated support system that strengthens Hawaiʻi’s movement toward a more community‑centered, regenerative visitor economy.

Community Tourism Collaborative – Community Stewardship (CTC‑CS)

The Community Tourism Collaborative – Community Stewardship (CTC‑CS) program supports ʻāina‑based organizations in strengthening their capacity to manager visitor impact and steward Hawaiʻi’s natural and cultural resources. The Foundational Technical Assistance (FTA) program provides accessible training and expert guidance for organizations statewide, strengthening local capacity and promoting best practices across the broader tourism ecosystem.
HTA’s Foundational Technical Assistance (FTA) program supported communities in 2024 by providing essential training workshops across the islands.
