HTA DIRECTOR OF CONTRACTS AND PROCUREMENT

Salary Commensurate Up to $112,332.00

About HTA:
The Hawai‘i Tourism Authority (HTA) is the State of Hawai‘i’s lead agency for tourism, overseeing programs and partnerships that support Hawai‘i’s people, culture, natural resources, and visitor industry. HTA manages a wide portfolio of statewide contracts and initiatives, requiring strong procurement oversight and legal compliance.

Position Summary:
The HTA Director of Contracts and Procurement reports to the HTA VP of Finance. This position serves as HTA’s subject‑matter expert and agency authority on all procurement and contracting activities. This position ensures full compliance with HRS 103D, HAR, and applicable Federal and County requirements. The Director oversees solicitation development, contract drafting and review, procurement workflows, compliance monitoring, recordkeeping, and training. This role will serve as HTA’s official Procurement Officer and regularly interface with the State Procurement Office (SPO) and Attorney General’s Office.

Key Responsibilities:

  • Lead and manage HTA’s procurement, contracting, and compliance operations.
  • Develop, draft, edit, and approve solicitations (RFPs, IFBs, RFQs), contracts, MOUs/MOAs, consultant agreements, and amendments.
  • Create and maintain legally compliant boilerplate templates and standardized scopes of services.
  • Provide expert interpretation of procurement laws, regulations, and policies to HTA leadership and staff.
  • Serve as HTA’s liaison to SPO and Attorney General for complex procurement or legal matters.
  • Conduct research on unusual or specialized procurement situations; present solutions and risk assessments to HTA leadership.
  • Oversee contract flow from initiation to execution, including prioritization, routing, documentation, and quality checks.
  • Ensure proper recordkeeping, data accuracy, and system compliance within state procurement systems.
  • Monitor compliance with State, Federal, and County laws and HTA internal policies.
  • Develop and implement procurement-related policies, procedures, and operational guidance.
  • Design and deliver staff training on procurement fundamentals, solicitation development, contract compliance, and workflow standards.
  • Support HTA’s quality assurance efforts by auditing internal processes and recommending improvements.
  • Provide leadership and direction to procurement and accounting support staff.
  • Perform additional duties as assigned by HTA Vice President of Finance.

Minimum Qualifications:

  • Strong knowledge of Hawai‘i procurement laws and administrative rules (HRS 103D, HAR).
  • Demonstrated experience drafting, reviewing, and interpreting State contract types and legally binding documents.
  • Ability to apply regulatory requirements and assess risk in both routine and complex procurement situations.
  • Bachelor’s degree in public administration, business, law, or related discipline (JD or graduate coursework is highly desirable but not required).
  • Minimum three years of specialized experience with contracts, solicitations, procurement requirements, or legal instruments.
  • Experience developing RFPs/IFBs, scopes of work, contract amendments, and procurement documentation.
  • Strong analytical skills, exceptional attention to detail, and clear communication abilities.
