Plans & Reports

Guided by our mission to strategically manage tourism in a sustainable manner consistent with our economic goals, HTA develops plans and reports that strengthen destination stewardship, support thriving communities, and protect Hawai‘i’s cultural and natural resources. These plans and reports shape our programs and activities across short-, medium-, and long-term horizons, helping us align statewide efforts with community and industry priorities to achieve meaningful outcomes for Hawai‘i residents and visitors alike.

2026-2030 Strategic Plan

The 2026-2030 Strategic Plan is our five-year strategic framework for Hawai‘i tourism, refocusing on what matters most: strengthening competitiveness, deepening collaboration, and creating greater value for residents and the local economy.

Destination Management Action Plans 2026-2028

HTA creates Destination Management Action Plans (DMAPs) to protect natural and cultural resources, improve visitor experiences and resident sentiment, and prevent overcrowding and overtaxing at sites across the state.
